I've had similar situations where the QA doesn't understand an AC so fails the ticket even though there's no bug. I've also seen testers fail features because they don't work as they'd expect.

Most of the time a 5 minute chat clears up any confusion and the ticket either moves on, or the dev is able to see that there is actually a bug that needs sorting.
